Masterplan for the Urban Area
between Alhandra and Vila Franca de Xira

The acquisition of the former Navy School and Cimianto industry installations by the municipality of Vila Franca de Xira, decided by the municipal assembly, establishes a unique opportunity for the requalification of the town riverfront.
In order to assess, both technically and politically, the possibility of the acquisition, RISCO was invited to develop an urban vision for the site that was shaped through the present study.
The potential benefits for the city of the acquisition of these properties are evaluated, defining guidelines of a long term project. Ideas and planning solutions were outlined to build an urban and environmental continuity between Vila Franca de Xira and Alhandra, which would generate critical mass through complementarity between these two important parishes.
